TaxAid is a UK registered charity founded in December 1992 that provides free tax help and advice to working age people on the lowest incomes (under £20k).
TaxAid’s clients range in age from early twenties to late fifties but all share a common problem of having difficulty and being ill equipped to engage or connect effectively with the tax system. This could be for a number of reasons. Nearly half of all its clients are suffering multiple vulnerabilities, including mental illness and many have undergone traumatic or life-changing events in their lives. Many will have poor communications, numeracy or literary skills or have medical, health or addiction issues.
TaxAid provides free independent advice and support by its helpline, which operates 10 a.m. -4 pm to the public Monday to Friday and 10-12 noon and 2pm-4pm for the voluntary sector who are dealing with their client referrals in their offices. Information and advice is also available through its website, by email or by post. TaxAid provided over 19,000 tax sessions for over 5,000 vulnerable clients in 2018/19.
TaxAid head office is in London (Kennington) and has 11 staff comprising of five full time and three part time tax advisers qualified up to Chartered Tax Adviser level and two fte in admin support roles dealing with client booking, office management and volunteer support. A team of over eighty part-time volunteers located in the cities of London, Manchester, Birmingham and Newcastle provide additional casework and client interview resources.
As well as providing a direct tax help and advice service to its clients, the charity also undertakes tax training and education for its third sector and corporate partners and works with HMRC on several tax forums. The charity also enjoys good working relationships with the big four accountancy firms of Deloitte, EY, KPMG and PwC, together with other top accountancy and legal firms, from which it receives financial or volunteer support. TaxAid is also currently working on a major initiative with Deloitte as part of its million lives project.
Tax Volunteers, also a UK registered charity, was founded in 2004. Through its Tax Help for Older People service, it provides free tax help and advice to older people (55+) on the lowest incomes (under £20k). The service operates across the UK. Clients can access the free and independent Tax Help service by phone, website, and email or by post. The contact center, which operates from 9-5 Monday to Friday, is supported through a network of about 400+ trained tax volunteers across the UK. This enables us to provide home or local community face-to-face visits for the most vulnerable, frail or disabled clients. During 2018/2019, we provided nearly 25,000 tax sessions for around 12,000 clients.
Tax Volunteers has its Head Office in Bridport, Dorset and hosts our telephone advisers, support and booking team and management team comprising 24 staff (18 part-time, 6 full time). The volunteers come from the professional tax sector, are former HMRC staff or are trained internally.
The charity enjoys strong working and collaborative partnerships with HMRC and the wider tax sector, leading corporates and wide ranging third sector advice organisations such as Age UK, Citizens Advice, Money and Pensions Service. Tax Volunteers also has a number of commercial relationships through which it provides advice to the organisation’s clients or to the organisation itself. As well as providing a direct tax help and advice service to its clients, the charity also undertakes tax training and education for the third sector and corporate partners.
Both charities work with HMRC on several tax forums.
Joint Working TaxAid and Tax Volunteers, operating as Tax Help for Older People, are separately registered charities and companies limited by guarantee, registered with both Companies House and the Charity Commission. Tax Volunteers is also registered with The Office of the Scottish Charity Regulator (OSCR). Since the charities were launched they have helped and supported over 250,000 people on low incomes and vulnerable.
As a means of improved efficiency and cost control, the organisations share a common senior management team, which operates across both organisations. The executive report through the CEO to both Boards of Trustees, which operate independently; no trustee is a trustee of both charities. Each charity operates in line with its own charitable objectives.
The charities promote their services on line and through other voluntary organisations that deal with vulnerable people, as many of our clients have multiple problems or issues of which tax is just one of them. This means that our efforts and limited financial and physical resources are more focused on those in greater need of our help.
Those that can help themselves and are digitally enabled can find information on our website, with TaxAid and Tax Help typically experiencing in excess of 680k page views and 460k users in a four month period. For those that need telephone assistance, 70-80% of clients who call are dealt with over the phone in one call, including referrals to HMRC’s Needs Enhanced Support service with the other cases being taken on as casework and followed through either remotely or with a face-to-face meeting.
Both charities also work together through their joint fundraising campaign called Bridge the Gap www.bridge-the-gap.org.uk, which is aimed at encouraging the wider tax profession to support both charities through financial giving. The campaign was launched in May 2015 with the aim of raising £250k per annum as a means of replacing the reduction in HMRC funding and to build capacity, so that we can help more clients in need. At the end of its third year, we have raised a total of £450k with £186k raised last year, with the campaign beginning to gain some traction, we now need to make a step change due to the increasing funding challenge and look to achieve £300k this year to stand still.
